I am writing to express my strong support for NEXT Renewable Fuels and urge the Oregon Department of Environmental Quality to approve their 401 Water Quality Certification (Application No. 2020-383). The technical design, existing and planned infrastructure, monitoring programs, spill prevention and response, and mitigation all indicate that NEXT can construct and operate the proposed clean fuels facility according to strict state and federal water quality standards.

NEXT is implementing extensive best management practices to reduce or eliminate pollutants in stormwater and process water discharges. All discharges are subject to Clean Water Act permits issued and overseen by Oregon DEQ. During operation, NEXT will create more than 240 family-wage jobs that our local talent pool is qualified to fill. Also, during operation, NEXT will generate more than $16 millionin county property tax revenue annually. Local tax revenue will help support local education, public safety, health services, veteran services, and more. NEXT will generate roughly $5.5 million in Port fees annually, which will directly support the modernization of our deepwater port, which is one of our county’s most important economic engines.

I do have a question I’d like Oregon DEQ to address: What aspects of the project prevent incidental spills from reaching neighboring properties and the Columbia River?

NEXT has earned the support of city, county and state elected officials, port commissioners, the Oregon Building Trades (and all regional trade councils in Oregon), Northwest Regional Council of Carpenters, Oregon AFL-CIO, environmental leaders, Columbia County businessowners, environmental justice organizations, business advocacy groups and thousands of Oregonians throughout the state. I respectfully urge the DEQ to approve the water permit for NEXT without delay. Sincerely,

Status

NEXT Renewable Fuels is proposing to construct and operate a $3 billion clean fuels facility at Port Westward near Clatskanie, Oregon. The company is devoted to using skilled union members to construct the facility (signed an MOU with the Columbia Pacific Building and Construction Trades Council) and has signed a Neutrality Agreement with UFCW 555 if the facility workers unionize. The trades have been critical in showing Oregon agencies that this project is wanted locally and statewide. Currently, the Oregon Department of Environmental Quality is collecting public comments in regard to NEXT’s water permit. Comments must be submitted by Friday, October 25th at 5:00pm. Please consider making your support heard and helping get this important project one step closer to breaking ground.
